The world has been inspired many a times by the Mesoamerican cultures. The double-headed eagle symbolism was one such thing. It was taken by the Spanish, and soon by the Roman/Byzantine empires as a sign of their superiority and as a symbolism of their empires.

 

And why not, who wouldn’t want to get an everlasting symbol of power on their stationery?
